Right to Information Act (22 of 2005), S.2(h) - 'Public authority' - Indian Institute of Banking and Finance a non-Governmental organisation - Mere subscription received by said institute
from its members, some of whom may be public authorities within meaning of S.2(h) of Act and fees collected by it from candidates who take examinations conducted by it, cannot as such constitute "substantial financing" by "appropriate Government" - Institute is not
'public authority' - As statute reads, such substantial financing has to be by "the appropriate Government" it is not possible to read into S.2(h)(d)(ii) of Act words that do not exist.  (Para 14)
